An extension is one of the most building-regulations-intensive projects a homeowner will take on — new foundations, new structure, a new thermal envelope, new drainage connections, and often altered fire escape routes where the extension connects to the existing house. Building control involvement is essentially universal for extensions, regardless of the planning permission question.

What building control checks through an extension build

Foundations and structure

The foundation design needs to suit the ground conditions and the load of the new structure — building control typically inspects the excavation before concrete is poured, since this is the point where a problem is easiest (and cheapest) to catch. Structural elements like beams over new openings are checked against calculations, usually from a structural engineer.

Thermal performance

The new extension's walls, roof and floor need to meet current insulation standards, and glazing (windows, doors, roof lights) needs to meet current energy efficiency requirements — this is one of the areas where "what was fine 20 years ago" genuinely isn't the current standard, so older reference points aren't reliable.

Drainage

New drainage needs to connect properly to the existing system, and surface water from the new roof area needs a suitable route away from the building — a common source of real problems later (damp, flooding near the extension) when this isn't planned correctly from the start.

Fire safety at the connection point

Where the extension connects to the existing house, means of escape from the extension (and sometimes from parts of the existing house affected by the new layout) gets assessed — particularly relevant for kitchen extensions that become the main route to a garden exit.

Ventilation

Extended kitchens and any new bathroom space need adequate ventilation, same standard as anywhere else in the house.

A typical inspection sequence for an extension

  • Foundation excavation, before concrete is poured
  • Damp-proof course installation
  • Drainage, before it's covered over
  • Structural steelwork or beams, before they're enclosed
  • Insulation, before plasterboard goes up
  • Final inspection and completion certificate once the extension is finished and habitable

A genuinely common issue worth planning for

Where an extension changes the internal layout of the existing house (removing a wall between the old kitchen and the new extension, for example), building control also looks at how that affects the existing structure and escape routes — not just the new build itself. This is a common area where the scope of building regulations approval turns out to be larger than homeowners initially expect, since it isn't only about the new walls.
